Transforming a parking lot into approximately 750 residential units and 600,000 sq. ft. of mixed-use space, the development is set to reshape a key transit-oriented corridor in Little Italy.
Ottawa, Ontario (March 24, 2026) – Arcadis, (EURONEXT: ARCAD), a global leader in architecture, engineering, and consultancy solutions, has been appointed as lead architect on Turn Group Ltd.’s mixed-use development at 299 Carling Avenue in Ottawa’s west end. Situated in the rapidly growing area of Little Italy, the project will deliver approximately 750 residential units and over 600,000 square feet of mixed-use space in one of the city’s most sought-after, transit-connected districts.
The land, formerly owned by Canada Lands Company, will be redeveloped to include four towers, ranging from 13 to 30 storeys, within a few steps of the O-Train LRT and across the street from Dow’s Lake, the Central Business District, and the neighbourhood’s vibrant cultural and culinary amenities. Arcadis will also deliver civil, traffic, and planning services to the project.
“This project represents the best of what Arcadis’ integrated cross-country design teams can deliver,” said Scott Arbuckle, Canada Country Director at Arcadis. “From client engagement and advisory services to architectural design and civil engineering, our teams nationwide are committed to shaping a development that is functional, sustainable, and attuned to Ottawa’s urban fabric and unique character.”
The towers’ design will reflect Ottawa’s distinctive harmony between natural landscapes and urban living, with a design inspired by the organic curves of Dow’s Lake. Featuring living facades, green roofs, and natural materials, the architecture pays homage to the city’s agrarian roots while embedding greenery throughout the built environment. Large windows, terraced balconies, and pedestrian-friendly pathways will foster sweeping lake views, private outdoor spaces, and a strong sense of community.
“Our design will draw inspiration from Ottawa’s natural and cultural landscape,” said Jan Steingahs, Living Practice Group Manager, at Arcadis. “Once complete, this project will contribute to a mixed-use neighbourhood that is both cohesive and community-focused. This development honours the city’s heritage while introducing vibrant, connected spaces where people can live, work, and gather.”
Arcadis will serve as the lead architect and consultant on the development, overseeing all design deliverables, including architecture, interior design, building information modeling services, and landscape architecture.
“We’re excited to share 299 Carling Avenue, a bold new mixed‑use community set to transform Ottawa’s west end. The project will bring 750+ new homes across four striking towers, all connected to vibrant retail and office space that will energize the neighbourhood.
With a strong commitment to inclusive housing, the development is designed to welcome a diverse mix of residents. Thoughtfully planned amenities, generous green spaces, and inviting public areas will create a lively, connected, and wellness‑focused urban environment.
Perfectly positioned along the shores of Dow Lake, walking distance to Little Italy, the new Hospital, transit, parks, and a rapidly growing corridor, 299 Carling is poised to become a standout destination and a major step forward in shaping Ottawa’s future. More exciting updates are on the way as the project continues to evolve,” said Ash Mahmoud, CEO, Turn Group Ltd.
