The Dutch province of Noord-Holland, together with 9 municipal road managers, became the first public entity in the Netherlands to adopt the performance-based TMaaS ‘Traffic Management as a Service’ developed by ATEam, a consortium formed by Arcadis together with Trigion and Equans. This unique proposition allows city and regional road managers to take control of their infrastructure assets, by handling their mobility and asset management goals through performance-based contracting. Making large investments in traffic management and recruitment initiatives a thing of the past.
TMaaS effectively releases the governing body of the province from having to run and maintain a tactical and operational organization, together with its supportive facilities like operators and IT. While at the same time road users and residents of Noord-Holland benefit from a smarter, cleaner, and more sustainable use of the infrastructure network.
The TMaaS approach handles traffic monitoring, data analysis, and real-time interventions. Through crowd sourcing and collating data from more than 3 million Flitsmeister users – a popular Dutch mobile traffic app – our traffic management operators get unique and invaluable insights. Advanced tools like intelligent traffic lights and smart cameras help ATEam quickly respond to traffic issues, for instance by managing traffic jams or prioritizing public transport.
The strategic shift made by the group of road managers not only addresses the shortage of available traffic management expertise, but also positions the province as a leader in technology-driven mobility solutions in the Netherlands. The Noord-Holland Road Department can now focus on infrastructure policy implementation and direction, rather than switching between this and tactical issues or managing complex technical traffic systems.
The reduction in operating costs and the continuous access to the latest, most innovative, and safest technologies, makes the adoption of Traffic Management as a Service beneficial for the province’s infrastructure manager and users.
