Hong Kong, 30 March 2026 – Arcadis, a global leader in design, engineering, and consultancy for natural and built assets, is pleased to announce that its Hong Kong Cost & Commercial Management and Business Advisory teams have been awarded as one of the framework consultant among five selected consultants, a prestigious Framework Consultancy Agreement for Studies on Driving Excellence in Public Works – Feasibility Studies with the Works Branch of the Development Bureau, HKSAR Government.
This strategic Framework Consultancy Agreement represents a significant milestone in Arcadis’s ongoing commitment to supporting Hong Kong’s public infrastructure development. The agreement enables Arcadis to conduct comprehensive feasibility studies encompassing technical, environmental, financial, and social impact assessments for public infrastructure projects. These studies are essential to identifying development constraints, optimizing design, and ensuring sustainability and financial viability before projects proceed to detailed design stages. The framework approach streamlines procurement, allowing for faster engagement of pre-qualified consultants across multiple assignments over the contract period. It emphasizes innovation, sustainability, safety, and efficient project management to optimize public works outcomes.
William Fong, Project Director and Head of Cost & Commercial Management at Arcadis Hong Kong, said: "We are honoured to be entrusted by the Development Bureau to support this important initiative, which aligns closely with our long-standing commitment to advancing excellence in public works. Through this framework, Arcadis brings together a multidisciplinary team spanning cost and commercial management, business advisory, digital delivery, sustainability, engineering, and strategic advisory—enabling us to support feasibility studies from policy intent through to practical, market-ready solutions.
Our approach integrates cutting-edge construction methodologies with advanced digital capabilities, including Building Information Modelling (BIM), data-driven decision tools, and emerging AI technologies that enhance transparency, efficiency, and whole-life value. Drawing on our global experience across major infrastructure programmes and our deep understanding of the local public works environment, Arcadis is well positioned to support the Development Bureau in strengthening governance, uplifting leadership capability, and optimising project delivery models. This framework agreement further reinforces our role as trusted advisors and long-term partners, working collaboratively with government stakeholders to shape infrastructure that supports Hong Kong’s future growth, productivity, and resilience.”
Weibin Xu, Head of Greater China at Arcadis, added: "Congratulations to the Hong Kong CCM team on this outstanding achievement. This award highlights Arcadis’s expertise and consistent performance in delivering high-quality consultancy services that improve the quality of life in the communities we serve."
The award of agreement was signed on 25 March 2026, marking the beginning of a collaborative effort to enhance project delivery excellence for Hong Kong’s public infrastructure.
