From the height of the COVID pandemic to 2025, Arcadis Philippines Inc. (API) delivered cost and commercial management, project, and construction management services, overcoming pandemic-related issues, complex logistics, shifting safety standards, and the demands of a large-scale, fast-paced development.
Since its appointment in May 2020, API served as a primary consulting partner, steering the project through global disruptions, and keeping momentum during one of construction’s most challenging periods. By the close of API's engagement, the project was 75% complete, with major elements successfully delivered and ready for execution—ultimately paving the way for the new project management team under the new owner.

1. Project and construction management approach:
API fostered strong communication and collaboration among project partners—including the client, contractors, and local authorities—through regular meetings, clear reporting, and prompt issue resolution to maintain alignment and minimize conflicts.
To drive efficiency, API used digital tools like Building Information Modeling (BIM) and project dashboards for real-time visualization, progress monitoring, and effective resource management, supported by a robust document control system that ensured timely approvals and reduced delays.
Quality was upheld through a comprehensive QA/QC program with dedicated staff, frequent site inspections, performance analytics, and proactive problem-solving. API also closely supervised construction activities to ensure compliance with design specifications, schedules, and quality standards.
2. Cost and commercial excellence: Our proactive approach to commercial management involved rigorous cost tracking and forecasting, enabling swift and effective responses to financial challenges.
3. Safety and risk management: Worker and stakeholder safety remained a top priority, with API implementing a proactive risk management strategy to identify and address issues before they escalated. This included thorough reviews of work methods and risk assessments for all major construction activities.
A comprehensive safety plan aligned with Occupational Health and Safety (OHS) standards, monthly audits, and prompt resolution of non-conformances reinforced this commitment. Our TRACK Hunter system further supported proactive risk detection during weekly safety leadership walkthroughs, ensuring collaboration and adherence to the highest safety standards.

Significant project milestones and key achievements project
1. Piling Works Completion (November 2020): Completed early groundwork, setting the foundation for structural development.
2. Shell and Core Completion (May 29, 2023): Achieved topping off for both towers, marking a major structural milestone. Façade installation and watertightness were completed by September 25, 2023, followed by achieving "Power On" on September 30, 2023.
3. Skybridge Installation (September 6, 2023): Successfully completed overall steel installation, enhancing connectivity between structures.
4. Safety Excellence Recognition (2023): The project won the Arcadis’ Track to Zero Award in the Safety Implementation Category, reflecting a strong commitment to safety and health protocols.
5. Safety Achievement (January 2024): Reached 15 million Safe Man Hours, a testament to the project's rigorous safety standards.
6. Fire Safety Compliance (May 24, 2024): Acquired from BFP the Fire Safety Inspection Certificate up to Level 1 from LG, ensuring compliance with fire safety regulations.
7. Linkbridge Superstructure Completion (September 2024): Successfully completed the superstructure, including the safe and successful lifting of four segments of the bridge, demonstrating the project team’s collaboration, precision, and expertise.
8. Substantial Completion of Fit-out Areas (2025): Finalized key areas such as the Atrium, All Day Dining (ADD), Middle of House (MOH), Casino, and Back of House (BOH), enabling transition to the final stages of the project.
