The challenge

Geographically, the Hong Kong Boundary Crossing Facility is at a convenient location with good transportation connectivity as it is next to the Hong Kong International Airport and near Tung Chung new town. With a variety of transport means including HKIA, SkyPier, Airport Express Line and Tung Chung Line available in proximity, the Hong Kong Boundary Crossing Facility becomes a transportation hub in the area.

The solution

Arcadis was approached to help develop a service-level agreement for the operation of the new boundary port facility, a part of the Hong Kong-Zuhai-Macau bridge development. Additionally, there was a further request to produce a set of employer’s requirements for the construction and operation of a new logistics centre, aligning to the strategic direction of the Macau government.

The cargo processing facility will house goods vehicles clearance kiosks, customs inspection platforms, X-ray buildings and related supporting facilities. The passenger related facilities will include processing kiosks and examination facilities for private cars and coaches, passenger clearance buildings and halls, along with supporting facilities.

The impact

The project leveraged Arcadis’ deep sector knowledge in port crossings to advise on operational process related to security, transportation and maintenance. For the logistics centre, Arcadis partnered with experts to support development management and engineering. By engaging early with key stakeholders and understanding their needs, we have been able to tailor our service to give stakeholders the confidence to make those strategic decisions in a timely manner.
