The challenge

The West Kowloon Cultural District project is one of the largest developments in Hong Kong and once completed, will be a world-class arts and cultural hub. The site covers an area greater than 40 hectares and includes 17 arts and cultural venues including the Xiqu Theatre, M+ Pavilion, the Art Park, Freespace, M+ Museum and the Lyric Theatre. It will also include retail, dining and entertainment facilities as well as a hotel, office and residential developments. 

The solution

Arcadis has been contracted to deliver several scopes of work across the West Kowloon Cultural District (WKCD) project, that includes the planning, construction and operational management phases of several assets. This multidisciplinary approach included cost management, design and engineering and facilities management, placing Arcadis at the heart of the development.

One of the core services that Arcadis has been contracted to deliver is cost management for the M+ Museum, a museum with houses 17,000 square meters of exhibition space that is designed to accommodate art and cultural facilities. The museum focuses on 20th and 21st century art, design, architecture and moving images, and is a critical element in delivering the government’s wider vision to make the arts more available to the people of Hong Kong. 

The impact

Arcadis’ role as the cost manager is to closely monitor the estimated project cost and provide the client with regular financial updates of the project. The works on the M+ Museum comprises the construction of a conservation and storage facilities, retail, dining, entertainment, car-parking space, drainage, landscaping, associated utility diversion and site formation.
Supporting the operational aspect of the WKCD, Arcadis worked directly with West Kowloon Cultural District Authority (WKCDA) to tailor a district-wide operations and procurement strategy. This included developing a facilities management plan for each of the key arts and cultural venues, including the development of financial model of the operational costs.
